1984 Chevy C10 Pickup turn signal indicator question?

Doing some work on the cluster, but before I put everything back together, I notice that when I turn on the parking lights or head lights , the turn signal indicator lights both come on. When you put the key on and run the turn signals, one indicator light stays on solid and the other flashes. Is this the way these are supposed to be?

Had an 82, close what about the outside? Directional signal on the dash would stay on if the outside bulb was burnt out. Now I am trying to recall if this thing had hazard lights, same bulbs, but all four would flash on and off.

Was the turn signal issue there before you did the cluster work?

What was the nature of the cluster work you did?

Replace both rear turn signal running light bulbs with 1157's. Either the running light element is burned out and laying over on the turn signal element or someone has put the wrong bulb 1156 in there which will do the same thing.
