Sounds like a governor problem. Read this...found it on the net...
The governor may be serviced by removing the transaxle oil pan and valve body assembly. The governor may be unbolted from the governor support and removed from the transaxle for reconditioning or replacement.
When cleaning or assembling the governor, make sure the governor valves move freely in the bores of the governor body.
It's most likely sticking and the way I unstick then after rebuilding is to place it into manual low and drive it and shift back and forth from manual low to manual 2nd, it will free it up within a mile or two.. If not then I would replace it with a new governor which should take care of your issues..

just to confirm that you are talking of A670 31t not, 41te, before consulting you I was told to go by the driver side front wheel, you reafirm by the valve body

Yes the transmission you have is called a A670 or we call it a 31TH or a 3 speed here at the dealership.. The 31TH is a 3 speed Transverse mounted, hydraulic governor controlled transmission and the 4 speed has a electronic governor.. To replace the governor on your s speed will require you to remove the pan and valvebody and it will mounted on the shaft. It's held on with 8mm bolts and if it's sticking I would advise to replace it to resolve your issues..
