My neighbor has a 2001 Mitsubishi Galant with 2.4 Liter engine. A mechanic replaced the left rear strut and when they were driving the car home the car quit on the street. It was towed back to the garage and they discovered it did not have spark. Upon their investigation they found the balance shaft timing belt shredded. The longer timing belt seems to be intact and tight. my question is, what drives the distributor, the cam shaft or the balance shaft? I am not working on the vehicle myself, but I am looking for information about how the distributor works and if that is what is causing the no spark issue.

A dizzy??? I doubt this engine has one. Take a peek, aren't there individual coils on top of each spark plug?

No distributor on that engine. A crankshaft position sensor is located inside the timing belt cover and may have been damaged if the balance shaft belt was shredded.
