AC not functioning correctly

AC works at first then starts blowing softer and softer until not hardly blowing at all. If I turn it off and back on it blows harder then does the same thing. Periodically it stops all together, will kick back on if I drive over a bump.

Off and back on? Turn key off and IMMEDIATELY restart?
Does the SOUND of the airflow get soft as the air slows down? If so, the evaporator is freezing up.

If you let it sitting, with the engine and A/C running for a few minutes do you get a little puddle of water on the ground? You may need to clean out the evaporator drain if no water is coming out. (The usual cause of the freezing mentioned above).

Yes off and back on. The sound does get softer.

Yes I can control the speed of the fan.

Yes I do get a puddle of water under the car.
