Describe more what you mean by "partial" PS. Is the PS pump belt-driven?

What do you mean by "all dash light on"? Do they al come on at key-on, then go to normal when engine is running? Or, are they all "stuck" on at all times?

Find out what engine you have.

Do you have an electrical multimeter?

Lights are on all the time . It is electric steering . Harder to steer than normal. Yes have a multi meter.

Dash lights never go off, even when key is removed and doors all closed?

I will need somebody to post a schematic before I can try to help further.

All bash Lights on when car is running , not when car off.
Last thing done to see if correct was disconnect negative cable , turn light switch on for about 40 minutes. Did not correct .

Sometimes a corroded fuse can cause all kinds of issues like that.
I've seen cars that had all kinds of lights on dash and codes for electrical systems and found nothing wrong.
When I checked each fuse by removal and cleaning each one the problem was fixed even though none of the fuses were blown.
Just my $.02

I doubt it was what you think. Maybe a loose connection at the box that got better from fussing with it.
