Recognize these rides?

I guess “open discussion group” is the right place to post this since I have no idea what they even are

Seen this pic of these strange looking little bubble top like scooter things with no real info on them. Perhaps I could of posted in “small engine discussion group” LOL

There is a bridge in the background but I’m not sure where pic was taken. Really just wanted to know if these odd little looking modes of transportation looked familiar and just what they are.

Golden Gate bridge, in San Francisco bay?

Thought it possibly was the Golden Gate Bridge as well. If anyone has any idea what these bubble top scooter type things in my pic I attached are, I would love to know. The things got me curious
